Learn

Short definitions and basic education on climate policy concepts DECARB uses: carbon pricing, ETS, leakage, revenue, corporate ICP, and points of decision. Legal foundations have their own page. Full glossary chips stay linked to /docs.

How to use this

Skim a topic group, open glossary chips for precise wording, then jump into the module that teaches the concept with live inventory or a sandbox. Legal foundations cover the UN regime and litigation pointers separately.

Climate science basics

Greenhouse gases warm the planet; policy usually tracks CO₂-equivalent totals. Mitigation cuts emissions; adaptation reduces harm from impacts already locked in. Net-zero claims vary by scope—read definitions carefully.

Carbon pricing and ETS

Carbon pricing puts a cost on emissions via a tax or an ETS. Coverage is the share of emissions under an instrument. Crediting and Article 6.2 cooperative approaches are related but listed separately in World Bank inventories.

Trade and carbon leakage

Leakage is the risk that production or emissions shift to weaker-policy places. Border measures such as the EU CBAM apply carbon costs to selected imports. DECARB shows observed trade and pricing-asymmetry exposure—not an invented leakage percentage.

Revenue and incidence

Carbon pricing raises receipts that governments can recycle as dividends, green spend, transit, or general budget. Incidence asks who gains or loses; Gini is a simple inequality summary, not a full welfare model.

Corporate internal carbon prices

Firms sometimes disclose an internal carbon price (ICP) or shadow price for planning. Scope 1/2/3 categorize emissions under the GHG Protocol. DECARB shows disclosed prices only—no invented company rows.

Points of decision

Use DECARB when a real choice needs cited inventory or a transparent sandbox: which instrument exists, how trade exposure looks, where revenue goes, what cities charge, what firms disclose, or how global levers move a documented pathway.
